I bought the full game but it's locked

Open the unlock screen or the shop and tap “Restore purchase”. Use the same Apple Account you bought with.

Purchases are handled by Apple. Ask for a refund at reportaproblem.apple.com.

Check your internet connection and try again. If nobody is online, the computer plays the empty seats, so you can always play.
